MINEDAF VII and Other Initiatives
Conference of African Ministers of
Education (COMEDAF I), organized by OAU (Harare, 15-19 March 1999)
Strong co-operation has been forged between the Secretariats of MINEDAF VII and
the OAU Conference of African Ministers of Education (COMEDAF I, Harare,
Zimbabwe, 15-19 March 1999) within the framework of co-operation between UNESCO
and the OAU. The Executive Secretary of
MINEDAF VII attended the Conference as a technical resource person (at the
request of the OAU), and made one of the key presentations during the Meeting
of Experts which preceded the Conference of Ministers.
The Harare Conference focused on the OAU Decade of Education in Africa
and approved a Programme of Action.
The overall Decade Programme accords great significance to actions in a number
of areas: extending learning opportunities to all; reducing and eliminating
gender and other inequalities in education; uplifting the quality of education;
and renewing African education systems to make them more responsive to the needs
of their countries and to the challenges of the 21st century. At the
national-level, each country is expected to emphasize those elements of the
Programme of Action that are in accordance with its own needs and priorities.
The then UNESCO Deputy Director-General for
Education, Mr. Colin Power, gave a keynote
address at the Conference emphasizing the need to bring synergy between
different UNESCO Education Programme
initiatives in the African countries, including those in Follow-up to the
Durban
African Ministers Conference (MINEDAF VII).
