Caucuses of African Ministers of
Education
Caucus, Paris, France, 9 October 1998
This Caucus was convened on the occasion of the World Conference on Higher Education (5-9
October 1998). The then President of the Intergovernmental
Committee, Professor Sibusiso
Bengu, at the time, Minister of Education of South Africa, presented a
report on the MINEDAF VII Programme of Work approved earlier at a meeting
of the Committee in Pretoria (on 18 September 1998). The Caucus
agreed that African Governments, UNESCO and other partners should do more to
provide adequate funding and other material support to ensure the success
of regional co-operative efforts, as pledged in the Durban Statement of
Commitment. South Africa was praised for its offer to share
with other African countries its experience, expertise and existing
educational infrastructures, especially in higher education. A number of
Ministers of other countries indicated that their countries were
considering similar offers in areas or fields in which they have
particular policy interest or expertise. The Caucus also had
opportunity to receive a brief report on the OAU's
Programme of Action for
the Implementation of the Decade of Education in Africa [1997-2006],
and to consider opportunities for collaboration between MINEDAF VII and
other initiatives of African Ministers of Education, such as ADEA [Association
for the Development of Education in Africa], COMEDAF [Conference of African Ministers of Education of
the OAU], and the United Nations Special Initiative
for Africa.
